I've been playing skyrim for sometime and encountered no problem in terms of its graphics and lighting. But one day i launched the game and this graphics/lighting issue appeared. Everywhere i go i always see this stupid issue.

Basically everything is flickering.

I have an HD Raedon 5700 graphics card (my drives are up to date, meaning i have ABSOLUTELY NO updates available).

Note: This issue never happened when i updated my driver a week ago. It just randomly, out of no where started occurring (the problem)

Try to change bDeferredShadows to 0 - at your SkyrimPrefs.ini file (C:\Users\*YourUserID*\Documents\My Games\Skyrim)

I'm also having issues with a lot of flickering and artifacts. I have a Radeon HD 5800-series graphics card with the latest (14.12) graphics drivers installed. It used to work fine when I played it a long time ago. I do not have any mods installed at the moment since I redownloaded the game the other day. I have 0 issues with graphic glitches in the other games that I play.
