I am just looking for advice on how to build/set up a dark hero-type character loosely based off of the NCR/Desert Rangers with a bit of Regulator. Mainly perks and SPECIAL, already have tagged skills mostly figured out (guns, sneak and survival/melee "knife combat"). Here is a small backstory to help if needed:

Samantha Griffin was born and raised an only child in the Oregon wastes. She had a fairly simple life until her parents both died due to medical conditions. She was devastated and ended up joining a group of 'vigilantes' trying to clean the Oregon wastes of raiders and scumbags. She was trained as a marksman and stealth combat, and served in distinguishing fashion, until she was found out as a cannibal (this was during one of her hunts as she had no food and needed to eat, and discovered the taste was good to her). Instead of being executed like most other members would be, she was fortunately exiled. During her exile she came upon a plot by the BoS Oregon chapter to destroy the regulators, as they are in fact raiders in Oregon (they simply kill for what they need). She was too scared to tell anyone back at the hideout of her former associates, so hid for a few days. She one day had to go hunting and came upon her old crew's base of operations, complete destroyed. Devastated, she found and destroyed the entire chapter using stealth and some strange stroke of luck. Well, mostly. She then decided to wander the entire wasteland looking for the remaining members of the Oregon BoS chapter, taking various odd bounties and courier work along the way. She soon found herself delivering a package to the city of New Vegas, in the Mojave.

If you feel the need to, goo ahead and add some quests to do. The main idea is a good girl who does bad things to save lives and destroy the even worse guy.
