Gothic (1,2,3) by Piranha Bytes is a series that is the closest to the scale, exploration and free roaming of TES, but there are quite a few differences too (fixed protagonist is the most distinctive imo).

Risen is also made by Piranha Bytes and follows more or less the recipe of Gothic, but the production value and the quality is in decline so I would only recommend Risen 1.

Two Worlds is a TES wannabe that is worth a try, I couldn't go past the voice acting of the first game though.

None. TES has a unique mix of blank character, detailed world, player freedom and rich lore. Some features, especialy the open world factor, are now embraced by many developers hoping to steal some of Skyrim's success.
