Blood On The Ice wont start

Anyone have fix for this?I have spent all day trying to fix it but nothing seems to work,and i have latest update.

I killed Tova Shatter Shield during Dark Brotherhood questline,so i cant do this quest?

Yes, due to a bug it won't be possible to do this quest if Tova Shatter-Shield is already dead. The Unofficial Skyrim Patch (for PC users) fixes this issue though. For console users, there isn't any solution as far as I know.
