So, I brought this up to Tag but I feel it is an interesting enough topic to talk about.

I had noticed on the Wiki Vault that it included New Reno as a part of the NCR, and I do not think this is the case.

Note, there will be spoilers so if you haven't but plan on playing FO2, you probably do not want to read.

From NV, it is fairly safe to assume:

Westin was not killed(this is Bishop first quest after delivering briefcase).

Chosen One had a Bishop baby (my bet is this was with Mrs. Bishop).

Raiders were destroyed. (This is what I would say is the VC ending).

Wrights survived.

Now down to the facts: the Chosen one would have had to deliver the briefcase. Not delivering the briefcase and sleeping with any Bishop, will result in combat with Bishop when attempting to leave. This means, it a fact CO delivered briefcase, and thus Bishop gave him the order to kill Westin

However, CO does not kill Westin, which is fact from NV. This bodes badly for Bishop, as refusing/taking/talking to a mob boss too often without completing job sends you on, will result in combat.

Also note, he will be pissed about you breaking up raiders and sleeping with wife. Doing either actually makes it impossible to be a Made Man for Bishop, which irrelevant.

So, as far as lore canon goes I would say CO told Westin and took Westin up on offer to kill Bishop, which he probably did in cahoots with Mrs Bishop and changing combination on safe.

As far as ending sliders go, only way for Reno to join NCR is if the Bishop family, under Mr. Bishop leadership, is the top dog family in New Reno.

However, a Chosen One impregnation ending will override that ending if Bishop was killed or not, but odds are he was assassinated, as not doing what Bishop asks(murder Westin) and sleeping with Mrs. Bishop, and breaking up Raiders, will all eventually piss Bishop off to where he will attack, and thus turn every single Bishop clan member hostile (including mrs. and miss Bishop). Unless of course, Bishop was assassinated opening safe.

What does all this mean? It means that New Reno is independent, and not a part of NCR, with Wrights and Chosen One child ruling city, and Mordinos, Salvatores, and Mr. Bishop all dead.
