Justification for Privateers Hold

I'm working on an Interactive Fiction system for a text-based game that plays in Privateers Hold, the first dungeon of Daggerfall. Making a text adventure over a dungeon crawl experience is quite limiting so i'm looking for inspiration in the lore for some aspects of the dungeon. What i'm trying to figure out is:

* the origin o Privateers Hold and it's architectural style and history

* if it's a smuggling operation what would they smuggle and would it make sense to be in there (it's in the western frontier between daggerfall, tulune and glenpoint)

* why is an ork prisioner in the dungeon

* why were Imps summoned

* why is a skeleton in closed in a secret room

* if the main room is throne room what was the purpose of forth or castle

The obvious answer is that since it's dungeon crawl it needs a good variety of enemies for combat but i would like to develop a story and perhaps make some sense out of this. So any suggestions on the story and history of Privateers Hold?
