well...you're a bit wrong on that
morrowind had a lot of weird things, but its supposed to, its like the japan of tamriel: just a bunch of weird [censored]/customs compared to everywhere else
but no, unlike what you're claiming, they did not do a dramatic shift after morrowind
you should probably play the pre-morrowind games too to see that there's 'normal stuff' in them too
thats just how it is
the other provinces just aren't as alien, that's just how the lore and world are set up and have been set up since before morrowind was released
maybe if they set the next game in a weird one like black marsh or elsweyr, but the reason cyrodiil and skyrim were more 'normal' is because... they just are by our world comparatively
doesn't really have anything to do with beth dumbing down the weirdness or whatever you're implying from your morrowind playthrough
most of the rest of the continent just isn't as weird as morrowind, and it'd be a bit world breaking if they just decided to put weird [censored] everywhere just to match morrowind's level of oddness

edit: in the end, the main thing determining how weird or normal the next game will be, will be the setting province and the level of weirdness that comes prepackaged with that particular region
