After playing for many hours you may decide to start fresh with a new character. Do you use a specific strategy from past experience or just go with it?

Depends on what I want from the new playthrough, although I tend not to revisit the strategies/skillsets from the character just before. I like to mix it up a bit, so if my last character was an Orc barbarian with a long-term adventuring companion, I might try a sneaky spellcaster who refuses all companionship.
I generally have a RP idea in mind. Sometimes they are simple, like my Dragon Slayer character, the only thing I had in mind with her is to get to higher lvls and see those dragons I have never seen. Other wise, she is open to what ever else happens or see's right. Other times, I have a detailed background and a goal or job in mind.
I have created a character with no other plan than what his armor would be, how I wanted them to look. So what he did to get to that point was completely open, just went with what seemed right at the time, letting him tell his own story.
I have 6 separate "save files" or names under which I can create characters on my 360, all have a save right as Hadvar ask's " And who are you?" This way I don't have to sit through the carriage ride every time at least.
Most, if not, all of my characters are spellswords. My most recent one is a ''pure'' mage. Then again, swords and the like tend to break even with the best maintenance money has to offer. Magic, on the other hand...
The Imperial jobsworths have just tried to cut my head off. There is a rumour of a woman in Riften who can change your face. Why would you not head straight there, and find what you will on the way?
A lot of my characters end up being very similar, unless I make a concerted effort to do things differently. It is a bad rut, but it is the way I most enjoy the game
I tend to think of what kind of character i want to make in terms of class. Then i think of race (or do it the other way around if i want to play a certain race). After that, i think of the combination and what kind of personality i think this character would be.
