Some questions about Fallout 3

1.Which edition of Fallout 3 (for PC) should I get in order to get all the DLC and official content for the game? (I am in Australia if that makes a difference) Should I wait for a Steam sale and pick it up cheap?

2.My system can handle Oblivion just fine with no slowdowns (now that I replaced my busted graphics card with a new GeForce GTX 750 that is), will it be able to handle Fallout 3?

3.Are there any databases of mods out there or any guide as to what mods I should install? I am not looking for big conversion mods but more things like COBL, the unofficial patches and stuff, things that improve my game without radically changing the way it plays.

4.What about modding? Is there something like OBSE but for Fallout 3? Any other mod tools I should be looking at?

and 5.Should I get and play Fallout 3 first or Fallout New Vegas first?

1. You want Fallout 3 GOTY Edition. It goes for a mere $19.99 USD, as I type this. Unless you're strapped for cash I would forget waiting for a sale and just buy it now. It's worth the money, in my opinion.

2. I built my computer in January, 2007. It runs Fallout with 40+ mods without a problem. If my ancient computer can run this game, I imagine yours can too. But we'd need to know your specs before we could tell for certain.

3. The Fallout 3 page at Nexus: http://www.nexusmods.com/fallout3/?%C2%A0 A good place to start browsing for mods is in their "Top Lists."

4. Fallout's script extender is called FOSE. There is also Wrye Flash (Fallout's version of Bash), FO3Edit (Fallout's version of TES4Edit), Fallout Mod Manager (Fallout's version of OBMM). They are the only utilities I use. I use FOMM with every game. I use FOSE, Flash and FO3Edit when they are needed.

5. That's up to you. The stories are not connected, so it's not like you would be missing vital pieces of information either way. My personal recommendation would be to play Fallout 3 first, then move on to Fallout: New Vegas.
