Can you edit FoV without affecting 1st person models?

Can you change the FoV without also affecting the position/perspective of the 1st person hand and weapon models? By default, they zoom out further towards the center of your screen the higher your FoV is. I like to play with FoV set at 90, but it's always been annoying how both hands are closer to the center of the screen rather than the sides. Plus you can often see your disembodied arms floating around since the models were not made with the intention of being zoomed that far (I do wish developers actually accounted for this).

One thing I noticed is that the game seems to do this when you switch to the radial menu. The perspective zooms a bit but the position of the player's hands remain where they are. This is also how it appears to work when changing the FoV in The Elder Scrolls Online, which is what got me thinking about this in the first place.
