So far I noticed it in inns, and DragonsReach. For some reason when I'm in certain areas I hear things like plates clancking around the sound of something hitting a wall over and over. If anything it's just really obnoxious. I heard that this happens when your FPS goes over 60 but I put my FPS limiter on true and on 60.0 so I really don't know what the problem is.

Try setting the FPS lower, 30 for example. If it fixes the problem, you can try increasing it. I use 58 FPS, others have posted they use settings in the 30s and 40s.
