Is there a night eye enchanment? : V

And where can a low level character find it? I have the Legendary edition for the 360.

There is no Night Eye enchantment or spell. Only Khajiit and Vampires have access to it in the form of a Lesser Power.

Everyone else has to rely on http://www.uesp.net/wiki/Skyrim:Candlelight_%28effect%29, and it only comes in the form of a Spell. (and one staff that can't be disenchanted)
