I have a file on Skyrim that has a lot of game hours recorded on it and a lot of accomplishments. For some reason, Enemies in my game do not attack me unless I attack them first. Why, this is, I have no idea. Removing all mods that I play with does not change the issue, which leads me to believe it is not an issue with any mod I am currently playing with. I am hoping for some troubleshooting tips. Ideas?

Just by uninstalling mods does not mean that mods are not the problem. Information gets stored in your save file.

What happens when you start a new game with no mods at all installed?

Starting a new game with no mods at all works fine. I have been able to get a new character up to level 11 with no issues. I'm pretty sure it is something with the save file, but I'm not sure what.

Edit: I just checked my old save and found out that attacking an enemy puts them in the attacking state but they can't seem to see the player so they just walk around the place where you last attacked them. using your thu'um also gets them to run over to where your standing but they just walk around aimlessly from there.

you likely had a mod that caused the issue, but even after removing the mod its scripts are still affecting the save..
