So I'm looking at the steel arrow now in the creation kit and see that there are several things i can edit. There's this thing called "impact force" that appear to be set to 1.00 on all arrows. I would love to know exactly what that is and what it does and so on.

Its probably what causes knock back and the Havoc System used this value to determine what do with the Rag Doll on death. Make an arrow with a value of 2 and see what happens. Note, most things in the editor, you don't need to make huge changes to get a big impact in the game.
