I have turned the runed lexion into septimus and it says to wait im lv48 now so im wondering why he hasnt contacted me and i have waited in winterhold for a long time

Iv never encountered this before, or possibly noticed as Iv only played it on the PC. You might want to try gaining a level or fast traveling between towns to see weather that triggers the courier. By Winterhold do you mean the collage or the town?
