Would this laptop run Skyrim on Ultra high vanilla settings?

YES !!!

You should get 60 fps with Vsync enabled, and with an ENB and one or two texture mods (depending on the situation) it would go down to 30 fps, or even lower.

AA:disabled

Would I get a solid 60fps around the Solitude swamps if I disabled grass and shadows and used vanilla textures?

It could be, i don't know. Solitude swamps are always a performance hit, except you are using a fast PC, but even then, loaded with an ENB and texture mods, you could have a fps penalty.

Also at large populated downs !!!
