So as part of the main storyline, I need to get into Vault 87. I went to Little Lamplight to try and gain access. Some dialogue options later, I wasn't given access unless I rescue some of the kid's friends from Paradise Falls.

I wanna do a perfect run, so that means rescuing all the kids and Rory.

I used Stealth Boy and shot the Mesmetron at Grouse. He starts shooting me and then he turns around to shoot his slaver buddy. Then I walk on by and there's another slaver outside the entrance to Paradise Falls. And he shoots at me too. Inside Paradise Falls, everyone is hostile. I thought Stealth Boy is supposed to hide me? Or is it because I shot at Grouse?
