How to run Fallout 3 on Windows 8.1?

I just bought Fallout 3 from Steam and it wouldn't run so I downloaded nexus mods thing called Windows Live Game Disabler which is supposed to make Fallout 3 playable on my laptop but anytime I try to use the application it just says "Cannot Find Fallout INI! This usually means you have not run Fallout 3 before so try running it before using the application again."

But anytime i try to fire up Fallout 3, I click on "Play" and nothing happens. The window where it said "Play" just disappears from my taskbar and i try to hit play again and again nothing happens. It acknowledges i hit play but the game won't start up. Any ideas? I'm moving from Xbox to PC for this game and Skyrim so I don't know much about PC specs but I just got this computer and here are the specs and whatever they mean:

You issue is likely due to the game starting up with the intel card and Fallout 3 does not load if it detects Intel Card.

You likely will have issues getting it to detect nvidia since the nvidia card needs the intel card active to run.

You could possibly try a dll plugin to bypass the video card check but you could put your laptop at risk of physical damage since the nvidia card might never be used and the intel cards are not that good for games. Laptops for the most part are not that great for games.
