I just finished taking Solitude with the Stormcloaks, killed General Tullius and now Ulfric won't move. He just stands still in Castle Dour. I looked up the quest line and the next thing that is supposed to happen is for Ulfric to go outside and give a speech, then the game should move on. What do I need to do to make Ulfric go outside and make his speech?

If I can't continue this quest, then Solitude stays in permanent combat and there is no Solitude or Blue Palace icon on my map. I quick saved after I killed Tullius because I did not know that the quest was bugged. I have three auto saves and all three are basically in the same spot, after Tullius is dead. My last normal save was almost four hours ago (don't judge me lol)! Any guidance here will be appreciated.

ALways make sure to make new manual saves along the way. Hindesight and all that. Ive learned the hard way too.

Are you using any mods? SOmetiems those can conflict with quests. Prob your best bet is to console past it. What is the quest name?

The specific quest I finished was Battle for Solitude, which is part of a long quest chain called Liberation of Skyrim.

I found a workaround. I left Solitude and used ResetQuest CWSiegeObj (the quest ID for Battle for Solitude). After that, Solitude/Blue Palace appeared back on my map as markers that I can travel to. The city is no longer under siege. The quest is in my quest log again, with all objectives marked complete. Ulfric and Galmar are still just standing in Castle Dour and there is a group of Stormcloak's outside the castle waiting for Ulfric's speech... But I can at least continue playing the game now, so I have that going for me lol.
