Typically, yes, the introduction sequence is usually done last, which is why in all three of the most recent Elder Scrolls games it's been more impressive than the other parts of the game.

Impressive...not one of them.
The charactergen scene, though, featured contiguous voice acting and use of AI movement, which was underutilized elsewhere.
Getting off the boat, seeing around the building and having the first sight be the silt strider standing at the platform, slowly swaying, was a "wow" moment for me. Of course, ymmv. But it was, for me, the instant that hooked me into the game. What is that thing and what does it do? Why is it standing there? Gosh its tall.
Yeah, same here. And that pixelated water also looked sweet back then. And Jiub was so cool, and hot in a really weird way, with those ear rings and that scar. My first character looked exactly like Jiub. I'm digressing, my point is that I found Seyda Neen impressive as hell, and it got worse the more of the game I discovered.
EDIT: didn't even realize it right away, but I started to feel really cheerfu after writing this post, like an old grandpa talking about his first childhood love.
