So, I think that I completed this quest, but I don't remember Orthorn. Can you complete this quest without finding him?

Normally I clear every dungeon that I play, but I don't remember him or the wolves he is suppossed to be with (I read the wiki)

Orthorn and the wolves are on the lower level in a jail cell area. There's a stairs that goes to the ground floor, barred on the stairs side. That doorway is to one side of the main door that you use to exit the building. (Key required for that one.) The jail cell area is distinctive because there are three large levers for opening the cell doors.
