Normal Maps missing

Recently textures in Skyrim have no Normal Maps effect. Roads and walls look flat and blurred where it should be bumpy.
It's a clean install and I even reinstalled windows but it didn't help.
I have screenshots but I don't know how to post them because I can't post links.

Did you use mods at one time?

Did you change the ini files on the previous install if so delete them and have the game add them back in. Also you might want to delete the rendereeinfo.txt in the documents folder.

If none of that work please post your full dxdiag.exe report in spoiler tags.

I do use mods with Mod Organizer so the Skyrim folder wasn't affected by them but I redownloaded a clean game from Steam anyway. I also deleted the skyrim documents folder with the ini an rendereeinfo files.

Maybe there is useful information in the RendererInfo

Do you have the High resolution Texture pack installed ???

If, YES - do you have any mods that alter textures ???

Have you tried a new character with no mods loaded ??? How are your textures ???

Also you could try to revert your Nvidia Graphics properties hitting the "restore" button, and also delete your skyrim.ini and SkyrimPrefs.ini afterwards.

(located in: C: \ Users \ *YourUserID* \ Documents \ My Games \ Skyrim)

If you start Skyrim after the first bench choose: Ultra settings, but choose a low resolution, for example 1280x720)

Right now I am using Vanilla skyrim with nothing else installed. The high resolutio DLC is installed.

I did restore the graphics settings before but they should have been reset after reinstalling win7 anyway.

Also I noticed that the game doesn't look bad everywhere. Probably only those with overlapping textures that use the normal maps like moss between stones not matching the pattern of the stones.

Cahnging the resolution didn't help. The other suggestions I've tried multiple times. The textures don't work right for texture mods like Tamriel Reloaded either.

Maybe there is a way to see what Skyrim should be loading and then check if it loads the Normal Maps?

P.S. Mark41 the picture is from my thread on Steam forums. How did you find it?

The game looks fine with Skyrim 2k textures.. there are some textures popping in and out, but I can deal with it. Have been trying to solve this problem for weeks...
