So im guessing it is because of my computer but i cannot see npc's until i am really close to them

I have no lag on medium graphics which is what im using

anything i can do such as stuff in skyrim.ini which might help this its annoying

You already found the solution but if something happens like that again, just return to default settings. That usually fixes minor things.
