Ooh do not get me started on that vault, it hated me and I hated it. You see there was an issue with the disc or the game as ghouls would keep re-spawning through the wall near the control panel. In the end I ran away. that's my advice.
Not sure what you mean. The terminal won't do anything, or it won't do what you want it to do?
Agree that Vault 34 is a pain. I get lost in there every.single.time.
There are a couple of nice weapons in there though, especially if you have visited the Boomers first.
It's the one below the Overseer's office. You have to unlock the reactor door and transfer control to the monitor inside. There you'll have the choice as to what to do. I always save the game just before I choose as it's not at all clear what the results of the options are. It makes sense to me to help the Sharecroppers rather than the survivors as there's more of them. Frankly I thought that quest was rather poorly done.
Doing the whole roleplaying thing I never found evidence that the Vault 34 survivors are even still alive in the first place. With a constant stream of radiation and ghouls everywhere, I just concluded that my attempts at communicating with them were just pointless since they've been dead or ghoulified for quite some time.
Also generally I get lost in vaults in general...Those things can be mazes sometimes
The Survivors go to the Areotech Buildings just on the outskirts of Vegas. Where the NCR soldier and a Doctor have set up a shelter for those less fortunate. I might have gotten the place wrong. But they do go somewhere afterwards.
The wording
The game designers could have made it easier not giving the decision message at the first terminal and then adding the help message inside. That is why I always get screwed up at the first terminal because I think that is where the decision has to be made. I agree it would have been easier to say, “Fix the share croppers problem” or “Release the vault dwellers”.

PS How does this screw the sharecroppers? They only have a leak and that leak will be still there when you choose to assist the vault dwellers. NCR just has to get off their lazy butt and supply water or supply more water from Lake Meade.
