I've literally been circling the map on horseback. I've tried Arcwind Point, and Autumnwatch Tower, though only a revered and ancient dragon, respectively, are there. I'm leveled enough, and on legendary difficulty.

You won't find a legendary dragon, they will find you. You must be at least level 78.

I had a couple of them spawn between Riverwood and Lakeview Manor on the edge of the river.

It dropped some fair items. Unfortunately, most of it would have been helpful 30+ levels ago, lol. By now, It's rare to come across anything that'll have much of an impact, other than the obvious potions & scrolls.

Been a while since I played but you're right, at level 78 there's not much a character really need is there. Are you going to keep going to level 80 for the Ebony Warrior now?

Doubtful. If I end up coming across him, sure, I'll kill him, but I'm not grinding my way to him. I think it's time my quest log idled a while, lol.

good loot has always been a concrete problem in Skyrim!
