Wtf? My character is level 65 and i still havent found anyone despite the fact that i ve visited many nordic ruins

Do you have the DLC? I think they appeared once I installed either Dawnguard or Dragonborn, iirc.

Dragonborn is the required one.

Leydenne is right (as always). Hulking Draugr are added by Dragonborn. If you don't have that DLC installed you won't see them.

I do have Dragonborn. I assume they are rear to find

I've had them in Giermunds Hall for sure

It's absolutely random, they provide no special loot besides their renamed iron shields.
