Editing Heightmaps...

So I'm learning how to do heightmaps now. It's rather strenuous to use only .raw files, but luckily Unity 3D seems to be great for editing them. The problem though, is that what I exported from the Construction Set is only the small portion I saw in the CS's window, which was only the area near Skingrad, Chorrol, Bravil, and the Imperial City.

How can I export the entire land of Cyrodiil from the CS? And once I'm done editing everything, how can I re-import them back into the CS?

The tutorials I've seen don't go into large-scale heightmaps, like re-vamping the entire map in an external program, for example.

Ah, I just looked at all its features. My guess to why the lore maps keep changing is that Bethesda didn't have this tool to help them. xD
