Recoding possibility

In the same manner that 'SKyrim Script Extender' or 'ENB Series' in effect recodes the game in a different way than intended, is it possible within the license to recode the engine (as a 3rd party construct rather any direct modification to basic files where possible) to such an extent that it supports modern graphics rendering capabilities (DX11 let's say) and also 64 bit processing or to extend the functionality (or change them) of the creation kit
