So I've got an item (a custom necklace) that I plan to add to my house mod that should fortify enchanting by a little bit (about 12%). Yet when I go to use it doesn't seem to have an effect at all. Did I not make the magic effect or enchantment itself right? Here's what I have set for the item, the magic effect, and the enchantment it uses.
