Do any mods or tweaks reduce the CPU load of Oblivion?

I'm trying to optimize my heavily modded installation the best i can and i have decently playable FPS (about 30 most of the time) but i want to see if i can squeeze something extra, especially with many NPCs on screen.

I've been testing and i can confirm that that neither GPU, VRAM or memory are at full capacity while i play but i noticed the CPU does. I have OSR and i'm running OR so those two give some help and OR manages the FPS but it became clear to me that the major bottleneck is my CPU. I may change for a better one in the near future but while i can't do that what can i do? I've considered trying to reduce the minimun actor draw distance OR can use and i'll sure do some tests when i have time but besides that i'm not sure if much can be done to help.

BTW, i don't have any INI tweaks because i'm extremely skeptical about what i read online but if anything is a consensus on the modding community i'll sure give it a try.

EDIT: Also, i know Oblivion only truly uses a single core and that there is not much i can do about that. I might do some research on overclocking just a single core (i know some i7 processors do it automatically).
