Depends on how you define graphics enhancing. Because things like overly illuminated caves are a design decision that Bethesda will probably not abandon, I'm sure lighting overhauls will remain necessary. Except for the horrible lighting, Skyrim's graphics are actually good enough for me already. I don't use any texture mods or anything. I use RCRN, an ENB and the Imaginator to change lighting, contrast and saturation a little bit as well as add depth of field.
I'll definately download a mod that removes "fake lighting", which bothers me to know end, and one that removes the blue tint that nights have in bethesda games (Green in Fallout 3). There are so many aesthetic choices in bethesda games that irritate me that I'll always want changed, and these have nothing to do with the art style of the game specifically.
Those "realistic lighting" mods are about the only ones I care about.
