I just started a fresh unmodded run of FO3, trying to get a 100% save file and do every possible thing that I can the right way. However, I'm not even out of Vault 101 and I have run into problems. I have gotten every unique item and note from Vault 101, except there are two pictures on the Overseer's terminal about Megaton that are supposed to download to my Pipboy, according to most sources. They will not download no matter how I complete the quest.

Has anyone gotten these "settlement of Megaton" notes to download? It's a picture of an ant and the Megaton gate, I can add them through console but I don't want to unless they're actually a part of the game. Someone please answer so I can leave Vault 101 and start my impossible task of completing a Bethesda game 100%!
