Forbidden Steam sell WHILE I also offer free elsewhere?

Duke Patricks - Skyrim Friction Fix
REV 1.0
Latest SKSE needed.
This mod can prevent the player ragdoll from bouncing ridiculously far away or sliding forever down a hill. This can happen when you fall and hit the ground too hard, hit the ground on a slope or anytime your ragdoll is called into the game and a strong havok force is applied to the ragdoll.
Well it turns out that on Tes Nexus I was told I had to delete my old entry to fix an issue with the endorsemants. So I did and started a NEW one:
http://www.nexusmods.com/skyrim/mods/65117/?
NOW I want to add it to the work shop as an experiment to see if this kind of mod can be protected by the workshop "moderators".
Anyone know if the rules on the work shop forbid me from listing it for sale ($1 or less if I can but cannot be $0.00 to make this experiment work) WHILE I also offer it for free elsewhere?

Yes, you can have your mod on the Nexus (or wherever) for free, and also have it in the Workshop with a price attached.

However, for this experiment to work you'd have to upload it to Steam under an entirely separate identity, a new Steam account, so that it looked as if it were being stolen from you. You might also have to post a takedown complaint as yourself.

That, right there, would almost certainly count as deliberate deception of Valve on your part (or be interpreted by them as such), and would almost certainly be a violation of Steam's terms and conditions. I'd truly hope the consequences couldn't extend as far as a total lockdown of your Steam account (both/all of them), but you might want to think very carefully about the worst-case consequences before proceeding.

And do some very careful reading of all the relevant terms-and-conditions for Skyrim, CK, Steam and Steam Workshop.

[edit]

If I misunderstood what you meant by 'protected by the workshop "moderators"', I apologise for the waste of screenspace
