Random Lag Spikes and Upgrading : V

My Skyrim defaults to Ultra but I have to lower some values to stop it lagging(I lowered my resolution from 1920 to the 1650 one, lowered shadow quality and lowered grass density and distance among other minor things). I usually get 40-60 FPS but I get random lag spikes. I could be getting smooth gameplay for 5-10 minutes then a huge lag spike and then another smooth stretch and so on. It's not related to any particular thing since I've had large exterior and interior battles with no lag but then have gotten lag spikes when I was just walking down the road in a non-resource intensive area. I don't know why this is but I think I'll upgrade some of my specs because they are old anyway and an upgrade couldn't do any harm even if it doesn't fix this. I have a DXDiag in the spoilers below and I'm wondering what parts are most in need of an upgrade. I can't really afford to upgrade everything so I just want to know what parts are most in need of an upgrade for gaming.

More RAM is always good. Your lagspikes might be caused by some background process running intermittently that needs to page back into RAM and then for Skyrim's data to page back once it's done. An SSD might help with this too.

If you play at 1680x1050 and lower your detail to medium, (so all settings medium) do you encounter any problems with your game-play ???

Also what do you mean with lag spikes !!! Stutter ???

Also to note:

The mobo u are using, it's a decent MicroATX motherboard.

The i7 processor is very fast.

So what's left, is your GPU, that has only 1GB of ram. (it's quite weak for that i7)

Background programs to check, and disable if possible.

More Ram is always good, but it depends how many ram Windows is using at idle (including your installed programs)

I mean the game will freeze or go really really slow and stuttery for a few seconds. I'll try lowering my settings some more but my problem isn't low FPS, it's random lag spikes that seem to have no connection to the resource intensity of the ingame situation. I don't think lowering settings would do much more than make my normal FPS higher but I'll try it.
