Fire Hazard collision

I have a spawn hazard(similar to circle of protection) that an conjured npc casts on its self and works like a choke spell. It's spawns a fire. It has an area of 11. I assumed this would govern the area in which causes the damage, an area of 11 units in diameter. But that doesn't seem to be the case.

The problem I'm having is the fire only causes damage when an npc is in a certain spot. I'm testing this on the PC by setting detrimental and hostile off so it heals instead.

Here's what it looks like in NifSkope but I don't think it matters.

The red circle represents the area. The yellow circles is where I'm guessing the collision occurs, it's only one of them. When I circle around the fire, at a certain point the PC starts to restore health.

I also tried to replace the model with the turn undead model. The effect only takes place when colliding with the certain parts of the circle as well.

In the pic I tried to make the fx visible so you can see where it hits. The yellow is the point where it works and only there.

The fire is meant to be a lot smaller but I haven't figured out how to shrink the height.

Here's my spells/effects(doubles as a choke spell tutorial if I can get the collision right):

Health; Concentration, contact. Attached to a spell(area 11, mag 8) and then the spell is attached to Firehazard.

Spawn; FireHazard, fire and forget on self. Attached to a spell and then the spell is attached to a conjurable creature that fires it.

Summon creature, fire and forget on target location.

It's very close to the turn undead hazard spawner spell, the only difference is the effect and an npc spawns it.

Let me know if I didn't make something clear.
