Basically, where can I get the Armor Training without doing it through the main quest, and where can I get Enclave Armor without using main quest.

Power Armor Training is part of the Operation Anchorage DLC.

As far as I am aware, getting Enclave Armor without the Main Quest requires Mods or Console Commands.
