I have all 3 DLCs and i know about legendary but wasnt there something that would reset your perks added to Riften?

Finish Dragon Borne and you can spend a Dragon Soul on each Perk you want to reset.

Or, you can use the console if your on PC. And, I think there are mods to facilitate this too.

You mean the DLC Dragonborn....of if that's the case it will be awhile i have a newly started game.
