Level 18, still no dragons. : V

I'm level 18, about to start the Diplomatic Immunity Quest, and I've only captured 4 dragon souls. What's going on? Is something wrong? Here's my load order.

Random is random. :shrug: You don't seem to have any mods affecting dragon spawn rates. Was one of those four dragons random or were they all in fixed locations?

The mod http://www.nexusmods.com/skyrim/mods/38151/ will allow setting the frequency of dragon attacks, among other things.

Do you run everywhere or fast travel? THe latter will make dragons spawn up sooner. The former will cause a perceived decrease in dragon spawns.

There are a good number dragon locations you can find.

On my old play through, I had dragons coming out of the woodwork but on my current they are pretty uncommon.
