Hello, i am new to the whole modding and i wanted to get some mods for New Vegas. When i start it up it says "Missing Master!"

I read some places that i need to change the order of how the mods go but i just need some help on how to set that, and once i get a way to change it I can see if i can show how it is being loaded on and if i need to change some stuff around

You just need to download a program such as Nexus Mod Manager(I think there's another one that's become popular recently, but I've found NMM to be fine.)

This will allow you to view and edit your load order as well as enable and disable mods.

I'd also highly recommend you check out some of Gopher's modding tutorials on youtube, they're very good and he covers some of the trickier to install mods.

These will give you a very good introduction to the basics of modding Fallout: New Vegas and other Bethesda games.

As far as your specific problem goes, we can't really do anything to help without knowing which mods you trying to run. Definitely start using a mod manager as mentioned above. You can either use NMM or http://www.nexusmods.com/newvegas/mods/36901/?.
