Questions on scaling effect with skills

I'm new to modding in general, but I've done quite a bit of reading and playing with conditions and multipliers for perks and entry points, but I haven't found anything that touches what I'm hoping to do.

For several skills, I was hoping to have certain effects or new abilities to scale based on skill. One would be decreasing spell costs by increased magic skill, around 25% at 100 skill. By now I've noticed that the multiplier in entry points does not do below one-hundredth decimal places, 0.01...

I was hoping someone had some insight about overcoming this. Is it possible to use multiple entry points to get around this? Is this something that has to be accomplished via scripting? Thanks in advance for anyone who has something to share on this.
