Likely depends on how much you care about high-end/high-difficulty group content and/or dominating at pvp. Or joining guilds that have "must have chat" requirements.
Personally, I've never used a mic in any game. But, then, I don't raid or pvp.
disclaimer: haven't played ESO, just other games.
Until I get acclimated to the game, I will probably just go solo. I do want to eventually do multiplayer stuff, no clue on how long that will take though.

Not a problem at all on PC. In high end group content and PvP it's preferable to at least listen in (especially in coordinated PvP), but you can play 99% of the game without voice chat.
ZOS [censored] up consoles, though. There is no text chat support. It's disastrous and I'm anxious to see the players' reactions after launch, and how Firor's "quick chat" he never explained is going to work (if it's implemented at launch at all). If you're on console and can't use voice chat, it will be a very lonely game.
