Oblivion NPC Script Lag? (FCOM, heavily modded)

This is my problem as well: FCOM NPC AI eating up CPU time. (God the acronyms just keep coming.) I suppose my lag problem is just a disorder that comes with modded Oblivion.
Regardless, could someone take a look at my load order below? I take a weird CPU hit, even in simple dungeons with a few non-creature NPC's (humans, elves, etc). FPS drops in the Market District, and in dungeons where there are bandits and other bipeds (and sometimes elsewhere - it's oddly random). The game's not unplayable, but annoying. I'm completely tired of trying to figure this out; maybe someone here with more modding knowledge can spot something.
I doubt it is a graphics problem; I usually have a cushy, cinematic 70+. My mod setup and FCOM install seems fine; I rarely get crashes due to mods or memory problems.
It feels like some script is eating up CPU time when there are non-creature NPC's present (and not necessarily in combat). It's the lag in dungeons that's really annoying. One thing I've observed is the some lag happens - if this matters - worst around Imperial City guardsmen (usually carrying light sources - is there a script having to do with light sources eating up CPU time?) The Market District eventually feels "clogged" and runs slowly; it feels milder or completely absent in other cities.
As far as dirty edits, there are only two or three needed here, and they're in the official DLC. I don't care at this point to learn how to clean edits (I doubt it's the problem anyway).
Oh, and the mods running after the Bashed Patch all work fine; they're simple recent additions I forgot to move up (they're not the culprit).

  • Operation Optimization (not sure if this actually does anything)
  • Streamline (with purge enabled/configured)
