Character Level Requirement for best enchantments

Hello! I am a frequent player of the Elder Scrolls V: Skyrim and I wanted to know something. Say for instance the Nightingale Armor. If you were to say get it at level 15, it would have like 20% frost resistance or whatever. But if you were a higher level? Like 32? That affects the enchantment strength and it boosts it to 50% frost resistance. So my question is, What is the LEVEL that you have to be to get the best enchantments and does that apply to all quest/unique items (including the DLC's like dawnguard and dragonborn).

This reminds me, I wish the leveled unique rewards would actually update when the player hits a certain level :/

Different items have different level cap. The highest are Miraak's sword and mask. To get the best version you need to be at least lvl 60.

Some vanilla weapons have the best enchantments at lvl 46 (Chillrend, Dragonbane, Nightingale blade and bow) others at lvl 36 (Gauldur Blackblade/Blackbow) or even 6-8 (Lunar weapons).

As one can see, not that many of them. Other than Miraak's sword, staff and mask, I don't think there are any other leveled uniques in the DLCs.
