I can't complete loud and clear because brynjolf just sits in a chair in the Ragged Flagon and whenever I try to talk to him all he says is hmm. Is there a way to fix this.

First thing to try, and this fixes 99% of the quest glitches in the game, is to load a save from before you started the quest (you can accept them just not start them so keep that in mind when selecting the older save) and start the quest over. Its rare when a quest truly glitches out, but its more maddening if you don't have a save to go back to. Just know, I am on the PC so some things I can fix in the console, but I never try with quests, I just redo them.

But, have you checked your Journal to make sure you have done what you are supposed to do before talking to him?

You may also try Clearing the Cache to see if that fixes things up.

I tried clearing the system cache and that didn't work and the problem with restarting from an earlier save is that I took the quest about 100 saves ago so I don't have any that wil work.
