Good mods for these flaws

Two flaws I never realized how laughable were until now for some reason:

  • Terrible ragdoll physics (killing somebody downwards and having their body fly off to the sky is only funny so many times).

  • Horrible sneak detection (AI unable to see you even when you're squatting right beside them? Okay).

I've seen http://www.nexusmods.com/oblivion/mods/37385/? and http://www.nexusmods.com/oblivion/mods/5011/?, respectively. IMO, the former mod adds too much miscellaneous things for my liking. I do not need fatigue and sprinting features in a sneak overhaul. I'm also not quite fond of the performance impact it supposedly causes, even if it has been reduced now. The latter mod is outdated and I'm kind of skeptical seeing the comments.

Does anybody have any good suggestions?

The mods you mentioned are the ones to go for imo. The author of SDR was indeed ambitious with his features, but you can simply disable anything you don't like. I have used Realistic Ragdolls (or physics?) and force since my first modded playthrough and it has always worked flawlessly. Which issues is it supposed to have?

So I'm assuming that the supposed performance impact in SDR is minimal, correct? Also, how would I turn off these features? Do I just type in the commands found in the handbook into the console?

As for the problems in the ragdoll mod, a user reported crashes when killing will-of-the-wisps, apparently caused by the .nif file. Somebody else reported that it doesn't work unless you load the files up in NifSkope and immediately save the files.
