Fallout: New Vegas Game Speed Is Too Fast.

I decided to reinstall this game after a year or two for a bit of nostalgia and some fun.

Upon waking up in Doc Mitchell's house, I noticed something weird. When my character stood up to walk over to the Vigor Tester, the animation had reversed itself for a split second, making my character lay down and get back up in almost the blink of an eye. I just shrugged it off as it was probably the animation broke or something. So when I started making my way to the Vigor Tester, I was somewhat surprised that my character's run speed was insanely fast. I'm talking like not even 3seconds and he was already at the VT. Again, I wasn't too concerned because I figured that I wasn't used to the games player run speed. I've been playing a lot of GTA V, Arma 3, and Insurgency, which all have slower player running speeds.
So I continue to play as normal until I fight the Powder Gangers with the people of Good Springs. I killed a Powder Ganger and noticed he fell extremely fast. I noticed it, but I slowly forgot about it as I progressed further into the game. So by now I've reached Free side and made my way into the Strip. Upon entering, something odd caught my eye. The 3 dancers out front of Gomorrah's were dancing freakishly fast. I laughed at it, but it kind of disturbed me at how fast they were dancing. The people that were walking around them were moving faster as well. So, at this point I'm trying to think what's causing this. I did download two mods, but it was just before gaining access to the Strip.
So I go inside Gomorrah's and by then I know something's definitely wrong.
The fire inside the pit was whipping around as if a hurricane was blowing through, and the spinning cutout of the woman was spinning faster than I can remember.
So, I get cracking and start searching what the causes were.
I first tried slowing the player/AI speed with console commands. I got to the standard run speed, but it still didn't compensate for my lighting quick attacks. Gun shots were almost as fast as shooting a mini gun, and my punches were faster than Rocky Balboas, and it's really annoying because it takes away from the immersion in the game, plus that's not how my game used to run before.
I then found that it could be because Vsync might be forced off. Sure enough, it was. I forced it on, still no difference in speed.
Then I read that it could be running the game without some sort of frame cap to stop it from going over 60 fps. I have no clue what to do.
So if anyone might know what's happening here, I'd greatly appreciate the help. Thanks!

Nvidia GeForce GTX 760
Intel Core i7 @3.40 GHz.
