I did notice the first time they were far from 7k but I hadn't expected as few as 748, feels like around 2k to me.

The other 6, 252 steps are buried under snow.
Lore skyrim and ingame skyrim do not use the same scale so 7000.

"7000 steps" most likely =/= 7000 stairs. If you stepped back into third-person view and counted the number of steps he/she takes, it probably would be much closer to 7000. (But probably still far short of 7000.) But similar to the number of buildings in the towns and villages, what is shown is merely representative of the actual total

I disagree. Even moreso, because in the german translation, they are talking about "Stufen" (steps in a stair), and not "Schritte" (the steps you make when you walk).
in der deutschen übersetzung hei?t ja auch whiterun "wei?lauf"......
das mit den steps ist eindeutig nur schlecht übersetzt (offenbar nur den text runterübersetzt ohne das ganze jemals im kontext des spiels anzuschauen)
