Does anyone know how to tweak the shield bash stagger effect? I find it overpowered how I can just keep bashing something as big as a dragon with a tiny shield to stagger it then repeatedly slashing it down with a sword, I remember a setting under Gameplay Settings which you could tweak, but I've forgotten what it was called.

Also how can I tweak how much damage a shield blocks? I feel they don't seem to block much at all, another question, is it possible to make NPCs stagger when they hit my shield like in Oblivion?
