Can someone give sugestions where to get those kinds of mods (1) and how to make them work (2):

2) FOSE

1) Base Building that make you waste time

1) A Bigger Spawn Rate/ warlike feeling

1) Texture for everything preference for terrain and sky

Spawn Rates likely Morts Monster Mod is the best choice for that.

I do not use any mods that adds base building. I think there is a mod called Real Time Settlers which might have inspired Bethesda to add that feature to FO4.

I do not use any texture mods except maybe for some weapons or mods that adds new things. There is NMC textures.

I found FOSE but even watched on youtube couldn't install

Perfect is a pretty hard standard to reach in Fallout 3, you are going to get CTD's! Anyway you could also look at this pretty good and indepth modding guide to help you:
