Odd bug, explosion immunity.

So I made a cluster explosive using an activator but last time I tested it it worked fine now random radscorpions and deathclaws will become immune to any type of explosive. This is confusing the hell out of me, the biggest mod I have is Project Nevada its the only mod that changes a lot of things around. My mods(the ones I made) deal with new weapons,ect nothing to change what effects an actor,ect.
